He wants to balance the federal budget in three years, saying he wouldn't allow tax cuts until the national debt is entirely paid off. He also vows to protect Social Security and Medicare, and has refused to accept money from pacs. If he wins, it will be one of the most surprising elections in recent memory: the Sixth has sent only one Democrat to Congress since 1938.
