POLITICAL CAREER: Roanoke City Republican Committee chair, 1980-83; U.S. House, 1992-Goodlatte encourages dialogue with the dairy farmers and cattle ranchers of his largely Republican district in "open-door meetings" about problems constituents are having with the Federal Government. He brought the district to the G.O.P. in 1992, after a decade in Democratic hands, easily held it during the Republican revolution of 1994 and is a favorite to repeat this year.
