Evangel, a nonpolitician with consistently liberal leanings, supports increased federal employment-training grants, incentives for teenage mothers to stay in school, tax breaks for companies that train laid-off workers, and increased funding for environmental programs. But he will have to run a strong race in order to beat Frelinghuysen, who won by 43% in 1994.
