A political novice, Aggarwal has a doctorate in seismology and was one of the first people to predict an earthquake using scientific methods. But in 1995 he organized the nonpartisan Citizens Congress, which created a plan to balance the federal budget in seven years without debilitating cuts in any federal programs. Now he's predicting a political temblor.
